a "connected pub" is a remote peer that you currently have an open TCP connection.

also, you might be connected to a pub that you don't follow, because you can discover pubs through "pub" messages. (when you are invited to a pub: you follow the pub, the pub follows you, and you create a "pub" message advertising that you can be found using the pub.)
