sbotc: Connect to local interfaces addresses if connecting to localhost fails.

ssb-npm, git-ssb, patchfoo: Sync updated ssb-config into ssb-npm.

I published to ssb-npm the updated ssb-config and ssb-client and their dependencies [%oZ3EDQY...], and installed ssb-npm with them, but still got ECONNREFUSED 127.0.0.1:8008 when ssb-server was listening only on a LAN IP address. So I don't know what to do now. I thought that if the client's ssb-config matched the server's ssb-config that the client would connect to the server, but that didn't happen.
