or, what if we just remove the % sigil? yet another option is to remove '%' and use a url-friendly variant of base64 (replacing + with - and / with _). that'd kinda be cool to have url-friendly ids (when using Patchwork in the browser, it's inconvenient to manually url- encode / decode), but the sigils are a problem and it'd be quite a serious breaking change for little gain.
