Libera.Chat project - registration completed

The project is now registered, as SecureScuttlebutt, with those four as group contacts (cel, myf, adhoc, cryptix).

Project channel namespace is #scuttlebutt and #scuttlebutt-*. Cloak namespace is scuttlebutt/* and scuttlebutt/*/*.
