This is a really thorough suggestion for how to operate.
As I read it, I think The Allocation is a recurring payment (e.g. $50 per month for some particular human) until there's a change made by the processes described.

I think this is the clearest proposal so far and I would be happy for us to try this with a fixed budget from the Dfinity grant.
