Transferred Scuttle-Shell to SSBC

As suggested by @mix, I just transferred the ownership of the Scuttle-Shell repository to SSBC.

I said on the issue about it that I'd do it once it was more widespread and with @mix, @cryptix, @cel and others helping with it, I thought it was the best decision for the sustainability of this tiny project.

This way, I am now just one extra contributor from SSBC to it, I hope that collectively we can move this project towards its full potential.

I've always seen Scuttle Shell as a spin-off of part of #patchfox as it was created to support the add-on project. As the months passed and our community realized the app had uses beyond my own personal grant, this little repo started an independent life on its own.

Even though many months have passed since my grant was awarded, I still consider myself under grant work until I deliver my project and I was working on this under my own personal mental model of "these hours are grant work hours". Now that I've transferred this to SSBC, I will no longer consider Scuttle-Shell under my grant work, now it becomes a project for us all and I will contribute to it as a volunteer. I will keep working under grant for Patchwork until it is ready for prime time.
